Design complete and detailed information requirements, identify the requirements of data, develop training schedule and requirements then contact training on programmers and the database Administrator.
5.) Installation and testing.
Install the database then contact testing and debugging and review the results and approve them.
6.) Conversion of existing applications.
Program on each file that requires conversion then update the files and regenerate the database as per requirements. Start using the database with new programs and applications.

Management entails caring for the data which means establishment of policies to ensure data is actionable and clean to mean easy accessibility of information needed from the system.
